There is a maximum of 12 Trustees for the County Trustee Board.

County Trustee's Role:

The County Trustees play a vital role in the business side of the Scout County. The Trustee Board exists to support the County Lead Volunteer in meeting the responsibilities of their appointment. Members of the Trustee Board  must act collectively as charity trustees of the Scout County, and in the best interests of its members.

Charity trustees

Scout Counties in England and Wales are considered charities by law, and some may be registered with the appropriate charity regulator. All members of the County Trustee Board are charity trustees and therefore must be over 18.
County Trustees are legally and financially responsible for the running of the Scout County.

Financial year, annual reports & AGM’s

The County’s financial year runs from 1st January to 31st December, the Annual report and financial accounts from that year are presented to the Birmingham County Scout Council at the AGM within 6 months of the end of the financial year. So for example financial year 01.01.26 to 31.12.27 the AGM must take place by 30.06.28.

The Charity Commission deadline for submitting the annual return and publishing the annual report and accounts must be completed within 10 months of the end of the financial year. So for example financial year 01.01.26 to 31.12.27 the annual return must be completed by 31.10.28.

The County’s Reserves policy is reviewed in the July Trustee Meeting and the budget is set in the October Trustee meeting
